Who is in charge of the Comprehensive Plan? The Brown Deer Comprehensive Plan will be overseen by the Village’s Plan Commission. This board includes elected officials and citizens. The Village has hired planners from URS Corporation, a leading planning firm, to guide Brown Deer stakeholders through the planning process and to help the Village apply best practices from around the country to the issues that face its development and redevelopment. Eventually, the plan recommendations must be adopted by the Village Board. Click here for information on Plan Commission meetings. When will the Plan be completed? In all, it should take about 14 months to complete the Brown Deer Comprehensive Plan, beginning in February 2008 and ending in March 2009. The schedule calls for draft plan recommendations to be circulated in late autumn 2008. Click here to learn more about the planning process. Why does Brown Deer need a Comprehensive Plan? The short answer is that Wisconsin law requires every municipality to have adopted a Comprehensive Plan by January 1, 2010. The state’s “Smart Growth” statutes are designed to ensure that communities are responsive to citizens’ priorities as they make decisions about zoning, land division and redevelopment. Without a Comprehensive Plan, Brown Deer would have difficulty legally enforcing its zoning decisions after that date. The longer answer is that all communities are in a constant state of change, and planning will help Brown Deer manage those changes proactively to develop and improve the Village in a manner consistent with the vision of its residents, business people, employees and visitors. Comprehensive Planning will help Brown Deer to provide services cost-effectively, cooperate with its neighbors and provide a basis for future investments in infrastructure and redevelopment. The plan will define community-inspired goals and objectives for each of these elements, an analysis of relevant data, and recommendations to meet the goals based on best practices of communities in the region and around the country. How can I get involved? In addition to the nine elements listed above, the Comprehensive Plan includes a Public Involvement Plan to ensure that citizens are engaged in each phase of plan development.
