The Public Role in the Planning Process

Consciously and conscientiously involving citizens in decision making may be the most important hallmark of responsive planning.  The best planning combines rigorous data analysis, a commitment to meaningful public participation, and creative thinking. It is well established that integrating continuous public involvement in planning eases implementation of plans, and experience has shown that meaningful public involvement also creates better plans by identifying, incorporating and systematically addressing issues of real concern to the people who will be affected by the plan’s recommendations.

Consequently, stakeholder participation can be integrated into each step of the planning process – from early issues identification to final draft revisions – to ensure that the resulting plan is responsive to the people for whom it is developed. Planning constituencies are diverse, and a variety of tools must be used to meaningfully engage them in the planning process.

Public Involvement Plan

Wisconsin’s Smart Growth legislation requires that the Village adopt written procedures to foster citizen involvement in the Comprehensive Planning process. This draft plan has been reviewed and refined by the Plan Commission, and will be presented for adoption to the Board of Trustees in the spring. Click here to read the Final Public Involvement Plan.

We need you to get involved to ensure that your priorities and vision for Brown Deer’s future are reflected in the plan recommendations. Major opportunities to get involved with the Comprehensive Plan are outlined below.

Plan Commission Overview

The Village’s Plan Commission is functioning as a Steering Committee for the Comprehensive Plan. This structure will maintain public oversight and management of the process, and ensure that recommendations are evaluated against the real needs, perceptions, values and priorities of Brown Deer’s citizens, business people and employees. Ongoing Public Information Opportunities

During the planning process, a number of tools to inform stakeholder and receive feedback will be in place. These are largely designed to keep citizens up-to-date on the status of plan. These tools include this website, articles in the Village newsletter, email updates, inserts in the Village water bill mailings, and news releases. Second Community Workshop

          

Approximately 60 Brown Deer stakeholders attended community workshops in May and June to discuss their views on the primary Issues & Opportunities facing the Village. These stakeholders represented citizens, businesses, and community institutions.

The workshop included a series of small group discussions focused on general planning topics and a questionnaire prompting stakeholders to think about the Village’s identify and character. The themes identified at the workshop will guide the final plan, ensuring that it addresses the priority concerns of Brown Deer’s citizens.

Community Visual Preference Survey

Click here to take the Village of Brown Deer’s Visual Preference Survey.  It takes less than 15 minutes to complete and will provide us with valuable information about how you want Brown Deer to look.

As part of the comprehensive planning process, the survey will help to define ways of strengthening the Village’s identity through aesthetics and design.   Your participation in the survey is one way for you to help guide future design, development, and redevelopment initiatives in Brown Deer.

The survey consists of several categories: signage, residential neighborhoods, commercial districts, streetscape, parking, and open space.  For each category, there are images for you to rate.  A review of the highest and lowest-rated images will reveal what types of development should be encouraged or discouraged in Brown Deer.

Community Open House

Once the draft plan recommendations are completed in the fall and winter of 2008, an Open House meeting will be scheduled to provide Village stakeholders with an opportunity to review and refine those recommendations.
